Loppöhnen (German: Loppöhnen) was founded in 1405 as Lepaynen. By 1525 it was called Lepeyn. Later the name changed to Lepeinen (1540), Lepein (1542) and Lypeinen (1565).
In the 19th century Loppöhnen was a village which from 1818 formed a rural community in the Kreis Fischhausen (Primorsk; from 1939 part of the Landkreis Samland). The village belonged to the church parish of Sankt Lorenz (Salskoye). In 1871 Loppöhnen had 14 residential houses, home to 23 families. On 13 June 1874 the rural community of Loppöhnen was included in the newly established Amtsbezirk Neukuhren (Pionersky). On 26 January 1983 the Vorwerk Herrenwalde (the territory of the Stepnoy gardening partnership, 54°56'31'' N 20°12'41'' E) passed from the forest Gutsbezirk Warnicken, Forst to the Loppöhnen community.
On 5 July 1950 Loppöhnen was renamed the settlement of Rybnoye.
At first Rybnoye was part of the Romanovo Village Council of the Primorsk (from 1963 Zelenogradsk) District. In 1955 Rybnoye had 38 houses. In the lists of 1975 and 1989 the settlement was recorded as a separate locality subordinate to the Pionersky Town Council. Around 1993 the settlement of Rybnoye became part of the town of Pionersky. By the end of the 1990s there were already about 55 houses on the territory of Rybnoye, and a holiday camp was in operation. As of 2018 the holiday camp was abandoned; the former settlement has about 70 houses and a training and work-placement base of the Immanuel Kant Baltic Federal University, and to the west lies the Ogonyok Centre for Recreation and Support of Youth Initiatives.
